There are both public and developer beta available.
I recommend you to backup your iPhone before trying the beta version. By doing so, you can restore your mobile’s settings, data, and apps to normal if something goes wrong.

Installing the iOS 13 Beta (Public)
1. Registering
Before installing the public beta, you need to go to this link from your device to enroll by simply entering your AppleID.
Then, click onthe iOS tab and hit enroll your iOS device and then download profile.

2. Installing the profile
Go to the Settings > General > Profile, tap the iOS 13 beta profile and click Install. Then check the Terms & Conditions checkbox after reading it and allow your iPhone to be restarted.
3. Install the public beta
Once your device has restarted, go to the Settings > General but now tap the Software Update and tap on Download and Install. Then confirm it a couple more times, including that you have read the Terms & Conditions. Then just wait for it to be installed and let your phone reboot.
Congratulations!! You have successfully installed the latest Apple version which is not even out.
