Question 1: What is impeachment?

Answer: Impeachment means the removal of a government official from his office without his consent.

Question 2: What does the civil services at the central level consist of?

Answer: The Civil Services, at the central level consists of Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS).

Question 3: Why does the Union Public Service Commission conduct competitive examinations?

Answer: The Union Public Service Commission conducts competitive examination to select the right candidates for the post of a civil service officer.

Question 4: Who are Deputy Ministers?

Answer: Deputy Ministers assist Cabinet Ministers and Ministers of the state in their work.

Question 5: How can we categorise the Council of Ministers?

Answer: The Council of Ministers can be categorized into Cabinet Ministers, Ministers of State and Deputy Ministers.

Question 6: How is the Vice-president elected?

Answer: The Indian Vice-president is elected by an electoral college that consists of members of both houses of Parliament. The Vice-president is elected through a secret ballot.

Question 7: What is the tenure of the Prime Minister?

Answer: The Prime Minister remains in power through the full five-year term of the Lok Sabha unless he and his Council of Ministers are voted out of power.

Question 8: How can the President be removed from office?

Answer: The President can be removed from office only if two-third members of both the houses of Parliament agree to the same.

Question 9: Mention the Executive Powers of the President.

Answer:

  • The President appoints the Prime Minister of the country.
  • He/She also has the power to appoint the governors, ambassadors and other dignitaries of the state.
  • The President of India is the supreme commander of the Indian defence forces, the Army, navy and Air Force.
  • The President represents India when dealing with other countries.

Question 10: Write a short note on the judicial powers of the Indian President.

Answer:

  • The President has the power to reduce a sentence or grant pardon to any person sentenced by Indian courts.  
  • The President appoints the judges of the Supreme Court and the State High Courts.  
  • The President can also consult the Supreme Court on issues of public importance. 
  • Criminal proceedings cannot be started against the President during his term of office.

Question 11: Write a short note on the financial powers of the President.

Answer:

  • The President’s approval is required before introducing a Money Bill in Parliament.
  • The President also appoints the Finance Commission to make recommendations about the distribution of taxes between the Centre and the States.
  • The President lays the Annual Financial Statement or the budget to the Parliament.

Question 12: Apart from being an Indian citizen, what are the qualifications required to be the Prime Minister?

Answer:

  • He/she should be a member of either the Lok Sabha or the Rajya Sabha.  
  • The Prime Minister should be at least 25 years of age as a member of the Lok Sabha and 30 years of age as a member of the Rajya Sabha.
  • He/she should not hold any office of profit under the Government of India.

Question 13: What are the qualifications required to be the Vice-President of India?

Answer: The qualifications required to be the Vice-President of India are:

  • He/She must be an Indian citizen.
  • He/She must be 35 years of age.
  • He/She must be qualified to be a member of Rajya Sabha.
  • He/She should not hold any office of profit under the government.

Question 14: The Vice-President is also a part of the executive branch of the government. With reference to this statement, briefly explain the tenure and the impeachment of the Vice-President. 

Answer:

Tenure 

The Vice-President of India is elected for a period of five years.  He can be re-elected for another term too. The Vice-President can remain in office even after the expiry of his term; till his/her successor is chosen.

Impeachment 

The Vice-President can be removed from office if a resolution is passed by majority of members of Rajya Sabha. The Lok Sabha should also agree to the same. The resolution to remove the Vice-President can be moved only if the President has been given a 14-day notice for the same.

Question 15: What are the power and functions of the Prime Minister?

Answer:

  • The Prime Minister is responsible for framing the national policies of the government.
  • The Prime Minister is responsible for the functioning of the Executive and the Legislature.
  • The Prime Minister supervises the meetings of the Cabinet and Council of Ministers.
  • The Prime Minister also supervises the work of other ministers.
  • The Prime Minister also acts as a link between the President and the Council of Ministers.
  • The Prime Minister advises the President on all matters and the President is bound by Article 54 of the Indian Constitution to act on the former’s advice.

Question 16: Write a short note on the Council of Ministers.

Answer: The Council of Ministers consists of members of the majority party who have been assigned various portfolios to manage the administration of the country. The Council of Ministers are divided into three categories – Cabinet Ministers, Ministers of State and Deputy Ministers. The Council of Ministers is collectively responsible to the Lok Sabha.

Question 17: What do you know about the Indian Civil Services?

Answer: The Council of Ministers cannot look after the entire administration of the vast country on their own. They are assisted by the officers of the Civil Service. The decisions and laws made by the legislature are executed by officers of the Civil Service. The Civil Services, at the central level consists of:

  • Indian Administrative Service (IAS)
  • Indian Forest Service (IFS)
  • Indian Police Service (IPS)

The officers of the Civil services are selected at the national level through a body called the Union Public Service Commission located in New Delhi. The officers of the Civil Services do not represent any political party. The tenure of the officers does not depend on the fate of the government as well.
