He was conscious about his duties so, when he saw that the rope of the bell was torn, he ordered the town workman to tie it with a grape vine so that in case anyone is in trouble can ring the bell and can get an instant solution.

Answer: For the people of Atri, the bell symbolized justice and a reminder that if anybody do something wrong, he would be punished and mended.
