He was generous and kind because he told the soldier to provide his horse plenty of oats, a warm stable and a green field to graze in. He was conscious about his duties so, when he saw that the rope of the bell was torn, he ordered the town workman to tie it with a grape vine so that in case anyone is in trouble can ring the bell and can get an instant solution.

Answer: For the people of Atri, the bell symbolized justice and a reminder that if anybody do something wrong, he would be punished and mended.
